The Italian Institute for Insurance Supervision (IVASS) published guidance for policyholders and insurers following numerous reports that Bulgaria’s Insurance Jsc Dallbogg: Life And Health is not issuing “attestati di rischio” (risk certificates, ATR) for motor third-party liability policies approaching expiry. Dallbogg is supervised by the Bulgarian Financial Supervision Commission and has been subject since 1 July 2025 to a ban on writing new contracts and renewing existing ones in other European countries, including Italy. IVASS has alerted the Bulgarian authority, the European Insurance and Occupational Pensions Authority (EIOPA) and other host supervisors and is cooperating with them. Policyholders are reminded they can obtain compulsory motor liability cover from insurers operating in the Italian market; where the ATR is not available in the ANIA database, insurers should determine the policyholder’s class of merit based on available information and ordinary standards of correctness and good faith, including by requesting a substitute declaration covering any period not reflected in the last available certificate.
