The International Association of Insurance Supervisors has finalized two revised Application Papers covering recovery planning and resolution powers, preparation and plans. The papers replace earlier versions and provide guidance on implementing the Insurance Core Principles and Common Framework for the Supervision of Internationally Active Insurance Groups standards updated in December 2024. They do not establish new requirements or expectations. The recovery paper addresses how supervisors should determine which insurers need recovery plans, apply proportionality and assess plan governance, triggers, recovery options and stress scenarios. The resolution paper covers entry into resolution, authorities’ powers and preparations, insurer-specific resolution plans, resolvability assessments and cross-border coordination. Both incorporate recent legislation and supervisory practices, including findings from a 2025 survey of 24 International Association of Insurance Supervisors members. The association will hold a public webinar on Aug. 26, 2026, to present the papers and answer stakeholder questions.

The International Association of Insurance Supervisors has finalized updated guidance on insurance recovery planning and resolution powers, preparation and plans. The papers align with standards revised in December 2024 and incorporate recent supervisory practices without creating new requirements. A public webinar is scheduled for Aug. 26, 2026.
