The Inter-Governmental Action Group against Money Laundering in West Africa has issued a request for expressions of interest to recruit an independent auditing firm for the Capacity Development Project on Anti-Money Laundering and Combating the Financing of Terrorism in West African Transition States. The African Development Bank-financed mandate covers annual audits for 2024, 2025 and 2026 and is intended to provide an independent opinion on the project’s financial statements, the use of funds and the adequacy of internal controls. The audit scope goes beyond a standard financial statement review. It includes testing whether project funds, procurement and special accounts were handled in line with the financing agreement and applicable rules, whether supporting records are complete, whether any ineligible expenditure is identified, and whether physical implementation and technical outputs are consistent with disbursements, project design and timelines. The auditor is also expected to assess fraud and legal compliance risks, review counterpart contributions where applicable, and issue both an audit opinion and a management letter setting out control weaknesses, compliance issues, project progress findings and recommendations. Eligible audit consulting firms must be registered with a nationally or regionally recognized professional accountancy body. Shortlisting and selection will follow the African Development Bank’s 2015 Procurement Framework for Bank Group Funded Operations, using quality and cost as the basis for selection, with expressions of interest due by 20 February 2025.
