The Thailand Securities and Exchange Commission is consulting on amendments that would strengthen investment fund reporting and allow Government Housing Bank savings certificates to count as deposit-equivalent assets in business operators’ capital calculations. The proposed capital treatment extends the regulator’s recent consideration of these certificates for fund investment to their use in regulated firms’ capital management. Funds would use the International Securities Identification Number as the primary identifier for each fund or unit class. Seven groups of reporting forms would be revised to capture unit-class data, new investment assets and clearer information on asset characteristics and liquidity risks. Reporting would also move from the One For All Reporting System to E-Reporting to consolidate channels and reduce digital certificate costs. GHB savings certificates would be eligible for capital calculations by mutual and private fund managers, investment-unit brokers, dealers and underwriters, and derivatives fund managers, giving these operators greater flexibility in maintaining regulatory capital.
