For new short-term loans and discounts, February 2026 average rates were 1.247% for domestically licensed banks, 1.299% for city banks, 1.340% for regional banks, 1.683% for regional banks II, and 1.614% for shinkin banks. Short-term and long-term are defined as less than one year and one year or more, respectively; figures for total new loans exclude overdrafts. The domestically licensed bank series covers banks established under Japanese legislation that conduct transactions with the Bank of Japan and excludes the Resolution and Collection Corporation and Japan Post Bank, while shinkin bank figures are compiled by the National Association of Shinkin Banks. The data are scheduled to be uploaded to the BOJ Time-Series Data Search on or after the next business day.
