Payments Canada held the third session in its educational webinar series on the legal framework for the Real-Time Rail (RTR), Canada’s forthcoming real-time payment system, focusing on the proposed recourse and compliance framework and supporting the public consultation running from May 20 to July 2, 2025. The session, led by Lisa Sattler, Director of Policy, covered the RTR member compliance framework, including required rules, monitoring for adherence, and reporting of compliance activities. It also addressed exceptions and returns, including the exceptional circumstances in which an RTR payment must be returned, as well as participant requirements to notify system disruptions and to maintain policies and procedures for handling claims or complaints related to errors, unauthorized RTR payments, and authorized RTR fraud. The webinar series is scheduled to conclude with a final session on the RTR’s centralized fraud services on June 12, 2025.
