Norway's Ministry of Finance has set 1 July 2025 as the effective date for amendments to the Real Estate Brokerage Act and has adopted related adjustments to the Real Estate Brokerage Regulation to take effect on the same date. The legislative changes, adopted by the Storting on 8 April 2025 and largely aligned with the Ministry’s proposal in Prop. 41 L (2024–2025), include a ban on secret bids, stricter requirements for brokers (including suitability requirements), and new tools for the Financial Supervisory Authority of Norway to address non-compliance. The Financial Supervisory Authority of Norway must submit a consultation paper to the Ministry by 14 November 2025 on further amendments to the Real Estate Brokerage Regulation, including rules on a minimum acceptance period.
