The Central Bank of Timor-Leste published the Timor-Leste Petroleum Fund’s third-quarter 2025 report, showing the fund’s capital at USD 18.95 billion at the end of September, up from USD 18.74 billion in the second quarter. Over the quarter, the portfolio delivered a 3.05% return, slightly above its 3.02% benchmark, and generated USD 557.92 million in gross investment income. Quarterly receipts totaled USD 6.37 million. Gross investment income comprised USD 141.95 million in coupon interest and dividends and USD 415.97 million from changes in market value. Total withdrawals from the fund were USD 355.78 million, including USD 351.95 million transferred to the Treasury account to finance the state budget and USD 3.83 million for investment management costs. From January to September 2025, the fund recorded USD 24.74 million in receipts, USD 1.50 billion in net investment returns after expenses and tax, and USD 852 million in transfers to the Treasury account. Since the fund’s establishment, total receipts have reached about USD 25.27 billion, total investment returns USD 11.78 billion, and total withdrawals to finance the state budget USD 18.26 billion.
