The proposals would establish investor duties related to short selling, require foreign service providers to report the ultimate beneficial owners of securities and mandate reporting of significant encumbrances over securities. The amendments would also empower the regulator to temporarily suspend transactions that may exploit or seriously harm investors or the public interest. Additional changes would clarify the revocation of asset seizure or freezing orders against legal entities, allow other persons to conduct examinations on the commission’s behalf and revise related penalties.
