The Central Bank of the Philippines and the Department of the Interior and Local Government launched Paleng-QR Ph Plus in Iloilo Province to accelerate the use of QR Ph digital payments in public markets, public utility vehicles, and other local business establishments. To support implementation, the Iloilo provincial government issued an executive order enjoining all municipalities in the province to promote QR Ph, alongside plans to craft local ordinances encouraging adoption while protecting small entrepreneurs and consumers. The central bank highlighted practical benefits for market and transport payments, including cashless exact-amount transactions and account-based payments that can support saving and access to credit. As of 19 September 2025, the Paleng-QR Ph Plus program had been adopted in 207 local government units nationwide and is positioned as a priority under the National Strategy for Financial Inclusion 2022–2028.
