The Guernsey Financial Services Commission issued a sanctions notice advising that the designation details for Kamlesh Mansukhlal Damji Pattni (Unique ID: GAC0061), listed under the United Kingdom’s Global Anti-Corruption Sanctions Regulations 2021, have been amended. The individual remains subject to an asset freeze and director disqualification measures as applied in the Bailiwick of Guernsey through the local implementation of UK sanctions regimes. Businesses are required to check whether they hold accounts for, or have any relationship with, the designated person (or related persons and entities within scope) and ensure any funds, other assets or economic resources are treated as frozen with immediate effect if not already. Any findings must be reported immediately to the States of Guernsey Policy & Resources Committee and firms must comply with reporting obligations under section 14 of the Sanctions (Bailiwick of Guernsey) Law, 2018, while also refraining from making funds or economic resources available to designated persons or controlled entities except where a permitted derogation applies or a licence has been issued. Where an affected relationship is identified, firms must also notify the Commission and, under Handbook Rule 12.37, provide a report setting out at least the relevant customer or linked transaction/asset and the nature of the relationship or transaction including values, as soon as reasonably practicable after meeting the statutory reporting requirements to the Policy & Resources Committee.
