The Ukraine National Commission on Securities and Stock Market has backed the draft State Housing Policy Strategy of Ukraine to 2033 and its 2026-2029 implementation plan, while submitting comments focused mainly on protecting investors in residential construction. The regulator’s input centers on building more transparent and secure investment arrangements for housing projects, where funding still relies heavily on retail investors and long-term institutional capital remains limited. Its proposals include updating control rules for construction financing funds, real estate transaction funds and asset management companies, and helping design a construction financing mechanism based on escrow accounts so buyers’ funds are held until developers meet their obligations. The Commission also proposed capital and ownership requirements for housing developers, mandatory disclosure on development projects, and the creation of a construction guarantee fund that would help complete stalled projects or return invested money. In addition, it called for conditions that would allow banks, insurers and pension funds to invest more in housing construction through clearer project valuation rules and new financing instruments. The regulator also urged the strategy’s operational plan to reflect the registered draft law on securitization and covered bonds and to specify not only adoption of that law, but also the National Commission’s follow-on regulations needed to enable covered bond issuance and asset securitization for long-term housing finance.
