Mexico's National Commission for the Protection and Defence of Users of Financial Services (CONDUSEF) published state-level consumer complaint indicators for Chihuahua covering 2025, reporting MXN 68.5 million recovered for users from concluded complaints. The total amount claimed reached MXN 381.7 million, equal to 2.7% of the national claimed amount, and 46.1% of outcomes were favourable to the user. Within Chihuahua, 75.6% of complaints were handled through CONDUSEF’s electronic case-management process. Complaints were concentrated in the municipality of Chihuahua (47.7%), followed by Juárez (23.7%) and Delicias (5.3%). The most common causes were unrecognised electronic transfers, unrecognised online purchases and other unrecognised purchases, together representing 20.5% of complaints, while 27.0% of complaints were linked to possible fraud. Credit cards, debit cards and special credit reports accounted for 52.5% of product-related complaints; by sector, commercial banks (multiple banking) represented 56.0% of complaints, followed by credit bureaus (15.7%) and insurers (13.3%). Complaints were filed 49.2% by women and 50.8% by men, and among older adults the most complained-about products were debit cards, credit cards and personal loans. CONDUSEF reiterated that its procedures are free of charge and directed users to its official digital channels, including its electronic complaint portal and its tool for reporting abusive debt-collection practices, while warning against intermediaries requesting payment to process complaints.
