The European Banking Authority has published an onboarding plan for large and other institutions, setting out how they will gain access and submit Pillar 3 disclosure data to the new Pillar 3 Data Hub, the EBA’s centralised platform for public disclosures under the Capital Requirements Regulation (CRR3). The plan applies a phased implementation with transitional provisions, allowing institutions to continue meeting Pillar 3 disclosure obligations during 2025 as usual, with submissions to the hub to begin only at a later stage. The onboarding plan provides step-by-step procedures to identify in-scope institutions and grant them access to the EBA’s EUCLID Regulatory Reporting Platform, which will be used to transmit Pillar 3 data, and includes a timeline for the phased process. The EBA also issued a set of implementation FAQs, intended to be updated as needed, and linked the project to its Banking Package mandate to publish prudential disclosures centrally, alongside the final draft implementing technical standards on the Pillar 3 data hub for large and other institutions. The EBA expects Pillar 3 Data Hub information to be available to the public from December 2025 and encouraged relevant institutions to familiarise themselves with the onboarding process and begin preparations.
