The State Bank of Vietnam published an event report on the Vietnamese Communist Party’s 14th National Congress plenary discussions, presenting the Congress documents as an action-focused agenda centred on renewing thinking, improving institutions and strengthening national governance. The discussion reiterated the long-term milestones for 1930–2030 and 1945–2045 and emphasised defining clear objectives, responsibilities and result-based measurement. A key focus was the streamlining of the political system’s organisational apparatus and the operation of a two-level local government model, with restructuring progress by July 2025 described as exceeding targets set for 2030 under Resolution 18. Priorities for the period ahead included synchronising Party institutions and State laws with the new organisational model, clarifying functions and organisational structures across agencies, and strengthening social supervision. Party inspection and supervision were framed as shifting toward regular supervision and prevention, with comprehensive digital transformation of inspection work and a move to “inspection and supervision on data”. The report also relayed Government priorities linked to the 14th Congress resolution, including institutional breakthroughs, economic restructuring and modernising national governance, with people and business satisfaction cited as a performance measure. It highlighted proposed digital engagement mechanisms for public feedback, including 24/7 digital platforms, and set out city-level governance and development models such as Hanoi’s “Digital Party Committee – Constructive Government – Pioneering Enterprises – Consensus Society” and Ho Chi Minh City’s focus on institutional reform, science and technology with high-quality human resources, and strategic infrastructure alongside regional linkages.
