The State Bank of Vietnam’s Region 13 branch reported on a cooperation agreement signed between Tay Ninh’s Department of Agriculture and Environment and local Agribank branches to implement a loan programme supporting linked production, processing and consumption of high-quality, low-emission rice under the “1 million hectare rice” initiative. Under the agreement, Agribank branches in Tay Ninh will roll out dedicated preferential credit packages for participating enterprises, cooperatives and farming households, simplify lending procedures, and better identify eligible areas and borrowers. Implementation will be coordinated with the provincial department for borrower guidance, credit appraisal and monitoring of fund use, alongside information-sharing on cultivation techniques and bank services, including financial advice, digital transformation support and risk management. As of 30 September 2025, programme lending in the province covered one enterprise and 10 farming households, with outstanding loans of around VND 34 billion at interest rates of 4.0%–4.2% per year; Region 13’s director also referenced supervisory follow-up, including a 27 October 2025 working session with Agribank focal branches in Dong Thap and Tay Ninh to agree measures to improve results. Agribank’s Tien Giang and Dong Thap branches are expected to sign a similar cooperation arrangement with Dong Thap’s Department of Agriculture and Environment. Following the signing of the relevant implementing rules, the State Bank of Vietnam’s Region 13 branch plans to coordinate with the two provinces’ departments and Agribank branches to establish a working group to assess implementation in Dong Thap and Tay Ninh, identify bottlenecks and propose solutions to facilitate credit flows.

The State Bank of Vietnam’s Region 13 branch reported a cooperation agreement between Tay Ninh’s Department of Agriculture and Environment and local Agribank branches to support a loan programme for high-quality, low-emission rice under the “1 million hectare rice” initiative. Agribank branches will offer preferential credit packages, simplify lending procedures, and coordinate with provincial departments for borrower guidance and credit monitoring. As of 30 September 2025, the programme covered one enterprise and 10 farming households with loans totaling VND 34 billion at interest rates of 4.0%–4.2% per year.
