The Ukraine National Commission on Securities and Stock Market has publicly presented the concept for a draft Law of Ukraine “On Financial Markets Infrastructure” and discussed it with market participants. The concept sets out an approach to modernising Ukraine’s capital markets infrastructure and aligning it with a European model. The proposed framework covers rules for settlement systems for financial instrument transactions, development of clearing infrastructure, the roles and operations of the central securities depository and central counterparties, and modern risk management mechanisms. The draft is being prepared as part of harmonising Ukrainian legislation with European Union law on capital markets infrastructure, including areas such as settlement finality, financial collateral, derivatives clearing and central securities depositories. Market participants can submit comments and proposals on the concept by 27 March, after which the Commission plans to refine the document and proceed to drafting the bill text.
