The National Bank of Moldova published remarks from Governor Anca Dragu’s keynote at the Forum for the Protection of Critical Infrastructures during the Digital Innovation Summit Bucharest, framing the protection of critical infrastructure as a growing priority as emerging technologies reshape the financial sector. The speech highlighted the increasing role of digital technologies and artificial intelligence in financial-sector transformation and in central bank work. Central banks are exploring artificial intelligence to improve economic analysis, financial supervision and systemic risk monitoring, while maintaining a prudent approach to integration. The Governor also pointed to the National Bank of Moldova’s initiatives on responsible use of artificial intelligence and digital transformation, including a focus on strong governance and data protection and preserving a “human-in-the-loop” approach where experts retain responsibility for final decisions and validation of technology-generated outputs. In the context of Moldova’s European Union accession process, the Governor reiterated the country’s commitment to align national legislation with European standards, including harmonising the financial sector’s digital operational resilience framework with the European Union’s Digital Operational Resilience Act (DORA). DORA sets uniform rules for the security of networks and information systems for financial entities including banks, insurers, payment service providers and electronic money issuers.
