The Latvian Ministry of Finance, working with the Ministry of Smart Administration and Regional Development, has proposed rules allowing entities subject to anti-money laundering, counterterrorist financing and counterproliferation financing requirements to obtain customer due diligence data from multiple state information systems through the DAGR data exchange platform. The proposal covers banks, insurers, payment institutions, accountants, notaries and real estate intermediaries, among other obliged entities. DAGR would provide a common access environment for data held across state registers, including information on politically exposed persons, criminal records, individuals, land ownership, vehicles and invalid documents, without creating a centralized data repository. The rules would govern requests, data scope, access and retention, while the State Digital Development Agency would manage access and oversee exchanges. Existing register access channels and applicable fees would remain unchanged. The proposal also supports preparations for applying Regulation (EU) 2024/1624 from July 10, 2027. The consultation closes on Aug. 15, 2026.
