The State Bank of Vietnam published a recap of Deputy Prime Minister Pham Thi Thanh Tra’s address at the 14th National Congress of the Party, setting out the Government’s operating motto of “creating development, integrity, drastic action, serving the People” and outlining a six-part work programme for the next development stage. The speech cited outcomes from the 2021–2025 term including completion of 22 out of 26 main targets, a 2025 GDP growth rate of 8.02% and a five-year average of 6.3%, alongside claims of controlled inflation and ensured major balances. It also highlighted administrative and organisational restructuring, including streamlining the state apparatus and building two-level local governments, a shift toward governance based on data, technology and service results, and a continued anti-corruption drive under a “no prohibited zones, no exceptions” approach. The six priority areas covered institutional improvements and a more predictable legal framework, an innovation-led growth model with emphasis on the digital, green and circular economy, infrastructure development with greater resource mobilisation, strengthened social policy, modernised national governance with decentralisation and stronger oversight, and reinforced national defence and security.
