The National Bank of Moldova published its 2025 report on financial market infrastructures, covering the licensing, regulation and supervision of payment service providers and electronic money issuers. Moldova became operationally connected to the Single Euro Payments Area in October 2025, with SEPA transfers accounting for about 68% of euro payments made from the country during October through December. The Automated Interbank Payment System processed 31.2 million transactions worth MDL 1,503.2 billion, including 15.1 million MIA instant payments worth MDL 13.3 billion, while system availability reached 99.9% with no major incidents. MIA added instant person-to-government payments in July 2025. Regulatory changes introduced outsourcing and risk-management requirements for nonbank payment providers, detailed supervisory and enforcement procedures, aligned credit transfer and audit rules with European standards, and simplified licensing for Moldovan branches of nonbank payment providers licensed in the European Union. Payment cards in circulation rose 12.2% to 4.21 million, domestic card-based cashless payments increased 26.1%, and active users of remote electronic payment instruments grew 14.7% to 1.74 million.
