The Hong Kong Insurance Authority (IA) announced the publication of the “Whitepaper on Federated Learning: Unlocking Innovation in the Insurance Sector” at Hong Kong FinTech Week, framing federated learning as a way to enable cross-sector data collaboration without compromising personal privacy. In a keynote address, IA Chief Executive Officer Clement Cheung linked the paper to a broader emphasis on balancing regulation and development to support inclusive and responsible innovation, and highlighted IA initiatives aimed at strengthening operational resilience and accelerating adoption of advanced technologies, including the Open API Framework, the Cyber Resilience Assessment Framework and the AI Cohort Programme. The whitepaper was developed by the Hong Kong Applied Science and Technology Research Institute (ASTRI) with IA support, and describes federated learning as training artificial intelligence models on decentralised datasets held on devices or servers to align with data privacy requirements while enabling collaboration across entities; the IA and InvestHK also co-hosted an InsurTech Forum covering how innovation is reshaping insurance marketing strategy, corporate culture and customer experience.
