The Central Bank of Paraguay has opened a public consultation on two draft measures for the national payments ecosystem: a Fraud Reduction Strategy for endpoints in Paraguay's Payment System and a related Monitoring Rule. Together, they would establish a mandatory security framework for all participants in the Paraguayan Payment System (SIPAP), with a particular focus on the Instant Payment System (SPI) and the Real Time Gross Settlement System (LBTR), to reduce fraud in fund transfers. The proposed strategy sets strategic requirements for fraud prevention, detection and response, in line with Bank for International Settlements best practices. The monitoring rule would provide the operational framework for implementation by defining roles, responsibilities and the supervisory methodology the Central Bank of Paraguay will apply. The scope covers all SIPAP participants, including banks, finance companies and cooperatives. The consultation is open to SIPAP participants, industry associations and the public. Comments are due by July 31, 2025.
