China’s National Financial Regulatory Administration and Ministry of Commerce jointly issued measures to expand the scale and reach of domestic trade credit insurance while strengthening supervision and risk controls. The framework seeks to support domestic demand and closer integration of domestic and foreign trade through greater coordination between commerce authorities and the insurance sector. Beijing, Jiangsu, Fujian, Hunan, Guangdong, Sichuan, Ningbo and Shenzhen are encouraged to intensify pilot work, while other willing and capable regions may broaden coverage and insured amounts based on local conditions. The nine priority tasks include identifying potential customers, supporting emerging businesses and small and medium-sized entities, improving insurance capacity and using coinsurance pools. They also cover credit data sharing, business risk controls, industry coordination, regulatory oversight and market promotion. Local authorities should strengthen implementation, coordinate the use of existing funding channels, consider policy support and track progress. The two national authorities will monitor regional implementation as the measures are rolled out.
