The State Bank of Vietnam published an event update on Deputy Governor Nguyễn Ngọc Cảnh attending the launch of MobiFone Digital Payment Joint Stock Company (MDP), noting that the firm has been established and licensed to provide payment intermediary services in Vietnam. The SBV licence, granted on 27 November 2025, covers electronic switching, electronic clearing, an electronic payment gateway, and collection and disbursement support services. Nguyễn urged MDP to comply with relevant Party and State policies including Resolution 79-NQ/TW and SBV requirements, ensure safe and continuous technical operations, strengthen payment security and anti-fraud controls, protect customer information and rights, and expand cooperation with banks and other partners to support cashless payments. MDP also signed a memorandum of understanding with the Ministry of Public Security’s Centre for Research and Application of Population Data and Citizen Identification to research, develop and integrate financial services and cashless-payment utilities into the national e-identification app VNeID, and signed cooperation with Visa.
