The Montenegro Capital Market Authority has brought into force a rulebook governing the maintenance of a Register of crypto-asset-related service providers and the conduct of reputation assessments for individuals who manage or control those providers. The rulebook took effect on 22 December 2025, eight days after publication in the Official Gazette of Montenegro No. 146/2025. It addresses reputation assessment for the director, company members, members of management and governance bodies, and the beneficial owner of a legal entity or undertaking, as well as for an entrepreneur or natural person providing crypto-asset-related services. The authority has published the rulebook and related forms on its website for submissions required under the new framework. The authority also noted that Montenegro’s Anti-Money Laundering and Counter-Terrorist Financing Law designates it as the supervisory body responsible for maintaining the register, and it encouraged all legal and natural persons providing or intending to provide crypto-asset-related services to review the rulebook and align their activities with the applicable requirements.
