The U.S. Senate Committee on Banking, Housing and Urban Affairs has published updated bill text for digital asset market structure legislation that will serve as the basis for the committee’s markup of the CLARITY Act. The text was released by Chairman Tim Scott, Digital Assets Subcommittee Chair Cynthia Lummis and Senator Thom Tillis, and is described as reflecting continued negotiations with Democratic colleagues as well as input from lawmakers, regulators, law enforcement, financial institutions, innovators and consumer advocates. According to the release, the latest text is a manager’s amendment that builds on the committee’s market structure principles issued in June 2025, a discussion draft and request for information circulated to dozens of industry stakeholders in July 2025, and a second discussion draft released in September 2025. The committee leadership also published the full bill text and a section-by-section summary. The next stated step is committee markup of the CLARITY Act using this text.
