The Cyprus Securities and Exchange Commission (CySEC) has published a consultation paper proposing amendments to its Directive on the Register of Beneficial Owners of Express Trusts and Similar Legal Arrangements. The proposed changes would revoke general public access to beneficial ownership information and restrict access to individuals or organisations that can demonstrate a legitimate interest. The amendments are intended to align the CySEC Directive with planned changes to Law 188(I)/2007 to harmonise national law with Article 74 of Directive (EU) 2024/1640, and reflect a relevant Court of Justice of the European Union ruling. The consultation includes an annex setting out the specific proposed amendments. CySEC invited interested parties to submit enquiries to its Policy Department by 24 March 2026.
