The Ukraine National Commission on Securities and Stock Market has approved a list of Freedom Finance Ukraine LLC client assets that are entitled to the return of previously blocked assets, marking a preparatory step toward launching the refund process. The list covers thousands of asset entries relating to 19,679 individuals, 724 legal entities and 38 investment funds, compiled from information provided by Freedom Finance’s interim head, the National Depository (NDU), the National Bank of Ukraine (NBU), the Settlement Center (RC) and relevant banks. Some entries are not yet included pending confirmation or the outcome of an inspection for potential sanctions-related restrictions. The approved list is now being reviewed by other competent authorities, after which the Commission will approve a final version. In parallel, a third regulatory act previously approved by the Commission is being finalised to set out the operational procedure for returning assets; once adopted alongside the final list, clients will be able to apply for refunds through their depository institutions and investment firms.
