The instruction requires prompt, thorough investigations of complaints and indications of misconduct, with administrative, employment or criminal accountability imposed as appropriate. Banking units must strengthen internal controls, audits and service supervision, while coordinating with competent state bodies to address illegal activity. They must also protect complainants through confidentiality and safeguards against retaliation, and reinforce banking ethics and the reporting of misconduct throughout their operations.
