Ruiz Morel had most recently served as head of regulation and registries at the Superintendency of Securities. Over 14 years at the Central Bank of Paraguay, he also held roles in the Superintendency of Banks, where he worked on supervision of credit, liquidity and market risks and participated in regulatory initiatives. The appointment was announced during a meeting involving President Santiago Peña, Central Bank President Carlos Carvallo and Economy Minister Carlos Fernández.
