The National Bank of Moldova has published draft amendments that would expand and clarify the required content of individual and group recovery plans and the criteria used to assess them. The framework would also apply to credit institutions subject to simplified obligations and would further align Moldova’s rules with European Union regulatory technical standards. Recovery plans would need to address governance, recovery options, intragroup financial support arrangements and the entities affected by proposed measures. Assessments of recovery options would cover their impact, feasibility and implementation obstacles, including legal, operational, commercial, financial, reputational and credit rating risks. For group plans, the National Bank would examine whether the measures can stabilize the group and its institutions, preserve viable business models, coordinate actions across the group and address barriers to transferring capital, liabilities or assets. Provisions concerning cross-border group recovery planning and assessment where the National Bank acts as consolidating supervisor would take effect when Moldova joins the European Union.
