The Central Bank of the Republic of Azerbaijan has started implementing open banking functionality in the country’s financial market, introducing a technical platform and accompanying regulatory acts under the 2024–2026 Financial Sector Development Strategy’s Digital Finance initiative. Integration of commercial banks into the platform is under way, with 13 banks having completed integration and six banks reported to be in the final stage. The integrated banks are International Bank of Azerbaijan (ABB), AFB Bank, Azerbaijan Industry Bank (ASB), Azer Turk Bank (ATB), Bank of Baku, Bank Respublika, Kapital Bank, TuranBank, Yapi Kredi Bank Azerbaijan, Yelo Bank, VTB Bank Azerbaijan, Premium Bank and Xalq Bank. ABB and TuranBank have already enabled open banking through their mobile applications, allowing customers, based on consent, to access information on accounts held at other banks and related payment transaction data within a single app. The central bank expects the platform’s coverage to expand by end-2025, including the onboarding of additional commercial banks as well as payment institutions and electronic money institutions.

Central Bank of the Republic of Azerbaijan begins open banking rollout and connects 13 commercial banks to its platform
The Central Bank of the Republic of Azerbaijan is implementing open banking as part of its 2024–2026 Financial Sector Development Strategy's Digital Finance initiative. Thirteen banks have integrated into the platform, with six more nearing completion, enabling customers to access multi-bank account information through mobile apps. The central bank aims to expand platform coverage by the end of 2025 to include more banks, payment institutions, and electronic money institutions.
