Bulgaria’s Financial Supervision Commission adopted a package of supervisory and authorisation decisions, including approving governance appointments, widening an investment intermediary’s permitted activities, and publicly identifying two websites offering investment services in Bulgaria without entitlement. The Commission approved Iliya Sherbetov as a new member of the Board of Directors of Debitum Invest REIT and approved a new Management Board member of Pension Insurance Institute AD. It expanded the licence of investment intermediary Focal Point Investments AD to include investment services and activities under Article 6(2)(3) and (6) and Article 6(3)(6) of the Markets in Financial Instruments Act, and published eplanetbrokers.com and zforex.com as websites through which unauthorised persons offer investment services in Bulgaria. The FSC also moved its stated intention-to-comply dates for two sets of Joint Committee guidance to 1 June 2026: the EBA and ESMA Joint Guidelines on suitability of management body members and qualifying shareholders in issuers of SAMs and SCCs (EBA/GL/2024/09; ESMA75-453128700-10), previously 1 May 2025, and the EBA, EIOPA and ESMA Model Guidelines on clarifications and opinions and the standardised test for crypto-assets under Article 97(1) of Regulation (EU) 2023/1114 (JC 2024 28), previously 1 December 2025. Separately, it terminated proceedings related to Phoenix Insurance Company EAD’s intention to provide insurance services into Romania under the freedom to provide services regime.
