The Andorran Financial Authority (AFA) and Andorra's National Cybersecurity Agency (ANC-AD) have signed a memorandum of understanding establishing an operational coordination framework for cybersecurity and operational resilience across AFA-supervised entities covered by Law 22/2022. The framework supports information sharing, incident response and crisis management, with technical assistance from Andorra's Network and Information Systems Security Incident Response Center (CSIRT-AD). The authorities may exchange information on incidents, threats, vulnerabilities, systemic risks and corrective measures through secure channels subject to confidentiality and data minimization principles. They may also coordinate supervisory reviews, risk assessments, resilience exercises and follow-up on remediation to reduce duplication and administrative burdens. Enhanced coordination mechanisms may be activated for systemic crises, widespread financial sector disruption or nationally critical incidents, while joint simulations, training and capacity-building will support prevention and preparedness.
