The European Banking Authority has launched a public consultation on proposed amendments to its Regulatory Technical Standards covering the content of resolution plans and resolvability assessments, and the operational functioning of resolution colleges for cross-border groups. The package is intended to simplify and streamline both resolution planning requirements and the way colleges work, with a view to improving operational readiness and strengthening cooperation among authorities. For resolution plans, the draft changes would remove unnecessary detail and duplication, introduce greater optionality to reflect different resolution scenarios, and bring more consistency to the essential information expected in plan summaries. The proposals also seek to better tailor plan content to each institution or group, draw a clearer distinction between strategy selection and resolvability assessment, and reorganise the resolvability assessment around seven core dimensions to promote consistent application across the EU. For resolution colleges, the draft aims to reduce time spent on procedural steps for joint decisions by simplifying processes, improving information exchange, and strengthening coordination for implementing resolution schemes in both planning and execution phases. The consultation is open until 5 November 2025, with a stated deadline for submitting comments of 31 October 2025. A public hearing will be held by conference call on 16 September 2025, with registration closing on 10 September 2025.
