Ukraine's National Securities and Stock Market Commission and the International Finance Corporation, in partnership with the Swiss State Secretariat for Economic Affairs, have signed a cooperation agreement to develop the regulatory and operational foundations for digital capital market instruments and strengthen the commission’s capacity to implement them. The work moves tokenization and securitization, previously identified as capital market reform priorities, into practical regulatory development and will continue through Dec. 31, 2029. The International Finance Corporation will support the design and improvement of rules for tokenized assets and other digital instruments, assess potential applications in Ukraine and help identify regulatory gaps using international practice. The program will also cover preparation of regulatory documents, staff training and implementation support, with expected outputs including new or revised regulations, practical guidance for market participants and stronger institutional capacity. The framework is intended to support financial innovation while protecting investors and expanding access to private capital.
