The UK Prudential Regulation Authority has finalized low-impact amendments covering prudential consolidation, countercyclical capital buffers, other systemically important institution policies and Solvency II technical information. It has also made corrections to previously finalized rules on Basel 3.1 credit risk, operational incident and third-party reporting, and the definition of a netting set, without further consultation or changes in policy. The consolidation rules clarify that a participation arises from ownership of at least 20% of an undertaking’s voting rights or capital. Where voting rights and capital are held in different proportions, firms should generally consolidate based on their capital share, although they may use a higher voting-rights share if it better reflects the holding’s economic substance. The countercyclical capital buffer technical standard has also been aligned with the PRA Rulebook, including clarification of trading book exposures and the transition from the current Internal Models Approach to the Fundamental Review of the Trading Book Internal Models Approach. The first consolidation amendments take effect on July 30, 2026, with related restated rules, supervisory guidance and most other prudential amendments applying from Jan. 1, 2027. Changes to statements of policy on other systemically important institutions and Solvency II technical information apply from July 29, 2026. Corrections to operational incident and third-party reporting rules take effect on March 18, 2027.
