The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan published its supervision results for organisations conducting microfinance activities, setting out the volume of inspections completed in 2024 and the sanctions imposed for breaches of legal requirements. In 2024, the agency carried out 26 planned inspections (based on risk assessment), 12 unplanned inspections and 595 documentary checks of microfinance market participants. Following these reviews, it applied 97 limited enforcement measures in the form of written orders, issued 36 warnings and imposed 687 fines totalling KZT 228 million. It also terminated 71 licences to conduct microfinance activities, including 49 on a voluntary basis and 22 through compulsory revocation, and suspended 32 licences for up to four months. Where supervisory work identifies signs of operations not предусмотрено by law or beyond an entity’s legal capacity, the agency opens administrative offence cases and, if signs of criminal offences are detected, refers information to the criminal prosecution authorities. As of 31 March 2025, the microfinance market comprised 910 entities, including 481 pawnshops, 213 microfinance organisations and 216 credit partnerships.
