The State Bank of Vietnam’s Region 5 office has launched the “Bình dân học vụ số” digital literacy movement across the unit, embedding digital-skills and digital-transformation activities into its regular work programmes and creating “digital ambassador” and “digital core” staff groups to support adoption. The rollout follows the State Bank of Vietnam’s Decision No. 1938/QĐ-NHNN, which set out the banking sector’s plan to implement Central Steering Committee Plan No. 01-KH/BCĐTW on science and technology, innovation and digital transformation. Region 5 adopted internal plans (No. 996/KH-KV5 and No. 1059/KH-KV5), assigned a focal department to track and report progress, and reported participation in training including 105 staff in online courses on the programme platform, 44 completing an AI applications course with certificates, 78 attending training on IT system conversion under Resolution No. 60-NQ/TW, and four attending a course on digital strategy and AI use in management. The “digital ambassador” and “digital core” groups run targeted knowledge-sharing sessions, maintain online support channels, and supported development of internal digital applications, including a VBA and intranet web tool for consolidating budget and payment data that was uploaded to the Ministry of Science and Technology’s innovation portal.
