The National Bank of Ukraine and six partner authorities published their 2025 progress report on the National Strategy for Financial Literacy Development until 2030. Of the roadmap’s 82 actions, 11, or 13%, had been completed by the end of 2025, while 50, or 61%, were proceeding as planned, with the strongest progress in basic financial education and responsible personal finance. A compulsory Entrepreneurship and Financial Literacy subject was introduced for eighth-grade students nationwide in September 2025, with ninth-grade teaching materials prepared for September 2026. Other work included targeted financial education for military personnel, veterans, internally displaced people, senior citizens and entrepreneurs, alongside payment security and fraud prevention initiatives. Failure to secure external financing remains the main implementation risk and could jeopardize nine measures focused on interactive learning tools.
