The Central Bank of the Philippines has appointed Dino R. Gasmen as assistant governor for financial markets, with effect from 18 January 2027. In that role, he will oversee the central bank’s open market operations, foreign exchange policy implementation, management of the country’s international reserves and related risk management activities tied to its price and financial stability mandates. Gasmen will succeed Senior Assistant Governor Edna C. Villa, who is due to retire on 15 January 2027 after more than 40 years at the central bank. To support the handover, the central bank will bring him in on 3 November 2026 as a technical advisor. The Monetary Board approved the appointment on 16 July 2026. Gasmen will join from BPI, where he serves as executive vice president, treasurer and head of global markets.

The Central Bank of the Philippines has appointed Dino R. Gasmen as assistant governor for financial markets from 18 January 2027. He will succeed Edna C. Villa and will be onboarded as a technical advisor on 3 November 2026 to support the transition. Gasmen joins from BPI and will oversee open market operations, foreign exchange policy implementation and reserve management.
