The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan reported that its monitoring has identified websites and social media pages that present themselves as insurance companies and promote insurance services online, including the online issuance of compulsory civil liability insurance for vehicle owners. In some cases, these resources use the names of licensed insurers and sell policies at prices above established tariffs. The Agency found that individuals offering these services do not hold an Agency licence to conduct insurance or reinsurance activity and are not registered as insurance agents. It also highlighted that, under Kazakhstan’s Law on Insurance Activity, intermediary services by insurance agents are not permitted for compulsory insurance contracts, and such policies can only be arranged through a licensed insurance company. Consumers were advised to verify an insurer’s licence via the Agency’s official website, purchase policies only on insurers’ official sites, avoid paying for intermediary services or transferring money to unknown third-party accounts, and not share copies or photos of identity documents and other personal data; contracting through unverified resources may result in an invalid policy and no insurance protection.

The Agency for Regulation and Development of the Financial Market of Kazakhstan warned that unlicensed websites and social media pages falsely present themselves as insurers and sell compulsory motor liability insurance, sometimes using names of licensed insurers and charging above-tariff prices. It reiterated that such contracts may only be concluded directly with licensed insurance companies and advised consumers to verify licences on the Agency’s website, use official insurer channels, and avoid intermediaries and unverified payment recipients to prevent invalid policies.
