The Securities and Exchange Board of India (SEBI) issued circulars operationalising the Single Window Automatic and Generalised Access for Trusted Foreign Investors (SWAGAT-FI) framework for Foreign Portfolio Investors (FPIs) and Foreign Venture Capital Investors (FVCIs). The framework is designed to provide a unified registration process across multiple investment routes and to reduce repeat compliance requirements and documentation for eligible investors. Access to the SWAGAT-FI benefits is available to both existing and new FPIs that meet SEBI’s specified eligibility criteria, with beneficiaries including SEBI-registered FPIs such as central banks, sovereign wealth funds, appropriately regulated and broad-based mutual funds, insurance companies and pension funds. The circulars follow amendments to the SEBI (FPI) Regulations, 2019 and the SEBI (FVCI) Regulations, 2000 that introduced the SWAGAT-FI framework. The circular provisions take effect from June 01, 2026.

Effective June 1, 2026, the provisions apply to eligible SEBI-registered entities, including central banks and sovereign wealth funds.
