The Financial Crimes Enforcement Network reissued its Geographic Targeting Order requiring certain money services businesses in specified New Mexico and Texas ZIP codes to report cash transactions of USD 1,000 to USD 10,000. The 180-day order continues enhanced reporting intended to help law enforcement trace cartel-linked drug proceeds and associated money laundering along the southwest border. Covered businesses must file a Currency Transaction Report within 30 days of each covered transaction, verify and record the customer’s identity, and retain compliance records for five years after the order’s final effective day, including any renewals. Existing Bank Secrecy Act obligations remain unchanged, including reporting cash transactions above USD 10,000 and filing Suspicious Activity Reports where appropriate. Money services businesses protected by applicable court injunctions against the March 14, 2025, order remain outside the definition of covered businesses while those injunctions are in force. The order takes effect Sept. 3, 2026, and runs through March 1, 2027. Businesses not covered by the preceding March 2026 order must comply beginning Oct. 3, 2026.
