The Central Bank of Russia found that two individuals manipulated PJSC OGK-2 shares on Moscow Exchange through repeated pump-and-dump and reverse schemes in 2025. The individuals were held liable, received binding cease-and-desist orders, and had transactions in their trading accounts suspended through orders issued to trading organizers and professional securities market participants. The individuals conducted more than 10,000 transactions, using aggressive bids and sales to move prices artificially before trading in the opposite direction. On certain days, they also coordinated trades between their brokerage accounts, causing substantial deviations in prices and trading volumes and increasing risks for other market participants.

The Central Bank of Russia found that two individuals manipulated OGK-2 shares through more than 10,000 transactions involving repeated price inflation, price suppression and coordinated trading. They were held liable and received cease-and-desist orders, while market intermediaries were ordered to suspend transactions in their trading accounts.
