The Central Bank of Russia announced it will start calculating two new annual indicators to monitor the payment services market, using end-2025 results as the first reference point: a consumer satisfaction measure for payment services and a digitalisation index for the national payment system. The digitalisation index will be built from five subindices comprising 15 indicators covering areas such as competition, security, import substitution, payment accessibility and speed, the range of payment services and alternative methods, transaction activity, and conditions for developing startups. It will draw on existing credit institution reporting and survey results, with the end-2025 reading serving as the baseline for assessing future dynamics. Consumer satisfaction will be measured through surveys of individuals and businesses on the ease and convenience of routine payments and settlements with counterparties, including payments at cafés and marketplaces and for housing and utility and education services, with results feeding into potential recommendations for market participants and regulatory adjustments. Both indicators are scheduled to be published for the first time in summer 2026.
