The State Bank of Vietnam reported that the Party cell of its Department of Safety of the Credit Institutions System convened its first congress for the 2025-2027 term, chaired by the unit’s Party Secretary and Director Nguyen Duc Long and attended by Deputy Governor Doan Thai Son. The congress reviewed the unit’s performance and discussed priorities for the coming term, against the backdrop of organisational restructuring across the State Bank of Vietnam in early 2025. For the 2022-2025 term, the unit reported work on legal drafting, including advising the issuance of four decrees and 36 State Bank circulars. It also described its role as the macroprudential supervision focal point for the credit institution system, including compiling data and producing system-wide monitoring and thematic reports to support early warning and banking safety measures, alongside operating the off-site supervision system and progressively transferring related technology to supervisory staff. Work on restructuring and non-performing loan resolution included advising on Prime Minister Decision 689/QĐ-TTg of 8 June 2022 approving the 2021-2025 restructuring plan for credit institutions linked to bad-debt handling, and coordinating implementation tasks under the banking sector’s action plan. Deputy Governor Son tasked the new Party committee to promptly develop working rules, a term work programme and task allocations, and to strengthen party-building work in line with Conclusion 21-KL/TW. He also directed the unit to develop solutions aligned with Politburo resolutions on science and technology and digital transformation, international integration, legal reform and private sector development, with an emphasis on using technology and data to support supervisory effectiveness.
