Mexico's National Commission for the Protection and Defense of Users of Financial Services (CONDUSEF) published complaint statistics for Baja California covering January–July 2025, reporting 4,576 complaints, a 13.4% increase from the same period in 2024, representing 3.0% of complaints nationwide. Complaints were handled mainly through Electronic Management (63.9%), followed by the REDECO process for debt-collection agency conduct (20.4%), with the remainder processed through other CONDUSEF procedures. The amount claimed totalled MXN 180 million (down 14.4% year on year), while the amount recovered reached MXN 72 million (up 112%). Credit cards, the special credit report and debit cards accounted for 52.2% of complaints, while the leading causes were issuance of the special credit report, unrecognised electronic transfers and unrecognised online purchases (27.4%). By sector, multiple banking generated 53.4% of complaints, followed by credit information societies (18.6%) and insurers (11.5%); within multiple banking, 21.4% of complaints came from older adults and 49.2% were linked to potential fraud, mainly unrecognised transfers and online purchases.
