The State Bank of Vietnam published a report on the draft documents submitted to the 14th National Congress of the Communist Party of Vietnam, summarising General Secretary To Lam’s presentation of the XIII Party Central Committee’s report and the proposed action programme to implement the Congress resolution. The documents set headline development objectives for 2026–2030 and a vision to 2045, alongside a strong focus on execution discipline, measurable targets and accountability. The draft Political Report consolidates three reports into a single integrated document and frames science, technology, innovation and digital transformation as the central driving force, with modern institutions and high-quality human resources as foundations, and green, sustainable and circular development and climate change adaptation as mandatory requirements. It sets targets including average gross domestic product growth of 10% a year or more during 2026–2030 and gross domestic product per capita of about USD 8,500 a year by 2030, alongside the goal of becoming a developing country with modern industry and upper-middle income by 2030 and a developed, high-income country by 2045. The report also outlines three strategic breakthroughs in institutions and implementation, human resources, and modern infrastructure, and notes proposals to summarise 100 years of Party leadership (1930–2030) and 40 years of implementation of the national construction platform, with the draft documents described as having been informed by nearly 14 million public and Party-member opinions. The draft documents and action programme were presented for the Congress to consider, discuss and decide, with the action programme positioned as specifying subjects, roadmaps, resources and end goals for implementing the Congress resolution.
